Behavioral Threat
Assessment and Management (BTAM)

At Threat Suppression, we specialize in behavioral threat assessment and management (BTAM). We have provided BTAM training for the Federal Bureau of Investigation, the National Counter-Terrorism Center, the U.S. Attorney’s Office, the U.S. Department of Education, the U.S. Department of Homeland Security, and the U.S. Department of Defense. Additionally, we have provided BTAM training to more than 1,000 local and state agencies.

Threat Suppression’s BTAM team includes law enforcement professionals, psychologists, psychiatrists, intelligence analysts, human resource managers, and threat assessment specialists with decades of experience. We are committed to proactive violence prevention and the development of threat management programs that are ethical, evidence-based, and effective.

Our mission is to identify, assess, and manage threats before they escalate into harm. We provide expert-driven, evidence-based solutions that help schools, workplaces, government agencies, and private organizations ensure safety and prevent targeted violence. In nearly every mass violence attack, the perpetrator demonstrated pre-attack warning behavior. In many cases, those near the perpetrator expressed serious concerns prior to the attack. However, in all attack cases, the warning signs were either ignored or mismanaged.

Behavioral threat assessment focuses on predicting potentially violent behavior. Behavior management focuses on reducing the potential for violence both with the perpetrator and intended target. Assessment and management are not sequential. They are dynamic and interdependent.

Understanding the pathway to violence is critical in recognizing and stopping potential threats. The pathway helps to determine how fast the potential offender is moving and ways law enforcement or mental health professionals can interdict and intercept. The Threat Suppression staff are trained in using a variety of threat assessment tools, including the WAVR-21, TRAP-18, BeTA-ID, NCBIO-25, HCR-20, SARA, SAM, and SRP. These tools are used to assist with identifying the pathway to violence, extremism and radicalization, intimate partner violence, and stalking.

Numerous settled lawsuits show that organizations have a legal responsibility to recognize and manage threats. The Occupational Health and Safety Administration's General Duty Clause requires all organizations to have a workplace violence prevention plan. Educational institutions have additional federal requirements as well. Recent lawsuit settlements of more than $40 million demonstrate that organizations must take BTAM seriously.

Our BTAM suite of training includes understanding the psychology of adolescent violence perpetrators, adult violence perpetrators, and radicalized or terrorist motivated perpetrators. We also offer comprehensive training for organizations who are starting their own BTAM program, or established programs that desire advanced training. In addition, when applicable, our training incorporates ADA compliance, Clery compliance, FERPA compliance, HIPAA compliance, Title IX compliance, IDEA compliance, and Gun-Free School Zone Act compliance. In addition, all training incorporates trauma informed best practices.

"Within two weeks of your presentation to our school district, we arrested two students planning separate attacks against schools. Both cases were thwarted because teachers reported concerns. The district superintendent stated that without a doubt the training helped the staff to recognize warning behavior. On behalf of the sheriff and superintendent, thank you again."

"While we did not find intention, callousness, or wanton indifference, we did find failure and responsibility by omission. In short, responsibility too often was denied and shift elsewhere. Taken together, when responsibility rests elsewhere, it rests nowhere."
