David (Dirk) German, Jr., MCRP, BS is a Principal Consultant at Threat Suppression, Incorporated. Dirk started working at Threat Suppression in 2024. Dirk served 30 years in law enforcement, retiring as the Assistant Director of the North Carolina State Bureau of Investigation (NCSBI). Dirk served three years in the United States Army at Fort Bragg with the 319th Military Intelligence (MI) Battalion/Airborne, honorably discharged at the rank of E-4. After serving in the Army, Dirk worked three years as a police officer with the Raleigh (NC) Police Department. Dirk was assigned to particularly high crime areas where he created and led community-initiatives to reduce crime.
Dirk was then hired in 1997 as a Special Agent with the NCSBI. The NCSBI is responsible for conducting complex criminal investigations throughout the State of North Carolina. The NCSBI has state juridsiction for drug investigations, arson investigations, weapons of mass destruction, human trafficking, child sexual abuse in educational facilities, computer crimes against children, environmental crimes, crimes involving state property, crimes involving government and elected officials.
As a SBI Special Agent, Dirk was responsible for conducting complex criminal investigations in North Carolina. Dirk led investigations for homicide, drug trafficking, conspiracy, internal affairs, public corruption, terrorism, embezzlement, sex offense, and arson. Dirk was also responsible for leading investigations involving officer-involved shootings.
Dirk was assigned approximately six years to the North Carolina Fusion Center (NC ISAAC) working closely with the FBI’s Joint Terrorism Task Force. Dirk was instrumental in the arrest of a homegrown terrorism unit in Raleigh. In his role with NC ISAAC, he investigated and documented threats made toward the State of North Carolina and led numerous threat assessments with local, state, and federal agencies.
Dirk was promoted to Assistant Special Agent in Charge (ASAC) of the NCSBI’s Professional Standards Division, where he worked Internal Affairs, Public Corruption Unit, and investigated incidents of law enforcement excessive force. He investigated and managed several high profile cases, including jury tampering in a high-profile murder case. Dirk was well respected within the NCSBI as a fair and competent Internal Affairs investigator.
In 2015, Dirk was promoted and returned as the SAC at NC ISAAC, leading a team of six agents, 10 analysts, and numerous local, state, tribal, and federal law enforcement officers. Dirk also helped create the SBI’s Behavioral Threat Assessment Unit (BeTA) which serves as a statewide taskforce investigating threats made by adolescents and adults.
In 2017, Dirk was promoted to Assistant Director where he managed NC ISAAC, the Special Investigation Unit, CALEA accreditation, Cooperative Disability Unit, Medicaid Investigation Unit, and Records Management. As Assistant Director, he supervised incidents that dealt with FEMA emergencies, including riots and hurricanes. Dirk was responsible for developing and implementing comprehensive budgets for six large units within the NCSBI, recruitment, staffing, promotions, and terminations.
Dirk received the Order of the Long Leaf Pine from Governor Cooper, the highest award given by the governor. Dirk has traveled to numerous countries including Germany, Spain, Italy, Switzerland, Moldova, Russia, China, and Israel. He was also a guest speaker for the Department of Homeland Security’s Civil Rights Civil Liberties Unit. Dirk has a Bachelor of Science from Western Carolina University and a Master in City and Regional Planning from Clemson University.
